To unpack the file, do tar xvfz mpy3-0.2.0.tar.gz.
To install, please read the INSTALL file which should be located in the newly unpacked mpy3-0.2.0 directory.
There is a README associated with mpycurse (also available in beautiful HTML). Mpycurse is the primary application which mpy3 supports.
